Battlestar Galactica is far more consistent in its characterisation than Torchwood
I doubt that there exists a qualitative yardstick by which Torchwood would be ranked higher than BSG, but that has more to do with the fact that Torchwood is frequently outdone by grade school plays than with any merit on BSG's part.
