I was unconvinced at first (I ended up being there as part of the pool system) but while I was there I did end up seeing a good role for the college to play, which was to provide an enviroment that girls from strict families could show to their fathers and say "See, it is OK for me to go to University, I will be safe and protected". The college had a very high proportion of muslim students while I was there for that reason, I think. It's in fact largely illusory as well, so it's the best of both worlds - you can stil hang with boys to your hearts content if that's your thing.
