True, although Battlestar Galactica is far more consistent in its characterisation than Torchwood. It feels like the characters are the same from week to week, and that they, and the universe they inhabit, continue to exist between episodes. Torchwood has never convinced me of those things.

I doubt that there exists a qualitative yardstick by which Torchwood would be ranked higher than BSG, but that has more to do with the fact that Torchwood is frequently outdone by grade school plays than with any merit on BSG's part.
