I'm sure that water dragons are canon in many iterations of dragon myths, not least Dragonlance.

The dragon mythology I grew up with in South Korea had the Dragon King living in a palace under the waves. So my assumption was that dragons were aquatic creatures. :-D Ask them to breathe fire, though, and they're probably screwed.
